Integrating National Strategies and Local Practices
Abstract
This study explores the creation of a low-carbon policy model for Satun Geopark, a UNESCO (United Nations Educational, Scientific and Cultural Organization)-recognized destination. The aim was to develop a model for the implementation of the principles in Thailand’s twenty-year national economic and social development strategy. The researchers used a multi-stage, mixed-methods approach, combining data analytics, carbon footprint assessment, and stakeholder verification. Data were collected from questionnaires, interviews, and focus group discussions. The research team first aggregated expert insight to understand the local consensus around low-carbon guidelines. Subsequently, the carbon footprint from local activities was quantified and a policy model created with key stakeholders. The findings conclude with the development of a local model with which to implement national government strategy. This study contributes to the body of knowledge on local implementation of national policies by emphasizing the importance of multi-sector collaboration and a locally relevant vision.
