Abstract

This article describes the dynamics of rivalry and local elite circulation in the 2018 Sampang-Madura Regency Regional Head Election (Pilkada). The main focus of this research is to understand how the rivalry between candidates and the circulation of local elites influenced the election process as well as the final outcome of the election. Through a qualitative approach with data analysis from interviews, observations, and documentation studies, this research identifies key factors that influence interactions and competition among local political elites. The results show that political rivalry in Sampang Regency is influenced by deep historical, social, and economic factors. Local elites use various strategies to maintain power and control political resources. Elite circulation in this context occurs in a structured pattern, with significant shifts in political positions and alliances. The research also reveals the impact of political rivalry on voter dynamics and the quality of local democracy. This research makes an important contribution to the understanding of local political mechanisms in Sampang Regency and provides a broader perspective on how elite rivalry and circulation can affect democratic processes at the local level.
