Navigating Organizational Spaces: Citizenship Behavior, Culture, And Performance In TIEZA, Philippines

Abstract

This study investigates how organizational culture influences employee performance through the mediating role of Organizational Citizenship Behavior (OCB) within the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) in the Philippines. Using a quantitative design, data were gathered from 189 employees through a stratified pen-and-paper survey. Organizational culture, OCB and employee performance) were assessed using standardized instruments. Findings show that TIEZA employees perceive a strong, cohesive culture marked by high collectivism, uncertainty avoidance, and long-term orientation. OCB levels were generally high—particularly conscientiousness, courtesy, and altruism—although sportsmanship received lower ratings. Employee performance was evaluated as very satisfactory, with strong task and contextual performance and moderate adaptability. Path analysis using the Lavaan package in R confirmed that OCB significantly mediates the link between organizational culture and employee performance (β = 0.37, p < .01), demonstrating that a supportive culture enhances performance by fostering discretionary, prosocial behaviors. Demographic comparisons revealed minimal variation aside from gender and employment status. Overall, the study underscores the importance of cultivating a positive, inclusive, and recognition-oriented culture that strengthens OCB and promotes sustainable organizational effectiveness.
