Post-Games Legacy Governance: A Case of the Beijing 2022 Winter Olympic Games

Abstract

The cross-cycle governance embedded in Beijing Winter Olympics’ Legacy Strategic Plan offers a Chinese exemplar of institutional innovation for post-games heritage management. By analyzing the comprehensive governance strategies adopted after the Beijing Winter Olympics, the study explores the operational mechanisms of post-event heritage transformation and their impact on sustainable urban development. Practically, the study highlights the importance of institutional innovation and provides policy blueprints for optimizing legacy utilization in future Olympic organizing committee. It also reveals the role of technological advancements in creating a distinctive ice and snow industry, particularly through the “Science and Technology for the Olympics” initiative and the promotion of international activities. Theoretically, the study extends the Olympic Legacy Evaluation Matrix by incorporating environmental sustainability metrics and cultural continuity metrics, such as the promotion of green technologies, the establishment of precise meteorological monitoring systems, and the preservation of Olympic memories through comprehensive archival management. Grounded in management and urban development studies, the study primarily relies on qualitative research methods, including expert interviews and document analysis. Through a systematic review of policies and practices, the study finds five core governance patterns: institutional innovation, technological advancement, environmental sustainability, the dissemination of Olympic values, and regional development. The findings reveal significant improvements in public engagement, economic growth, and environmental quality, while acknowledging limitations in regional data representatives, contextual specificity and long-term sustainability. These insights advocate for developing dynamic governance models that align Olympic legacies with broader urban sustainability agendas, emphasizing the importance of continuous innovation.
