Abstract

The increasing complexity and frequency of disasters in emerging economies highlights the critical need for cross-regional collaboration in humanitarian logistics to support disaster refugees effectively. This study explores the effectiveness of such collaboration in addressing the logistical challenges of providing rapid, efficient, and comprehensive humanitarian assistance in the East Indonesia region, focusing on Makassar and Gowa. A quantitative research approach was employed, utilizing structural equation modeling (SEM) with partial least squares (PLS-SEM). Data were collected from 120 respondents representing thirty institutions, including government agencies, private sector organizations, non-governmental organizations (NGOs), and refugee volunteers. The survey, comprising fifty-six rigorously validated statements across eight variables, ensured data reliability and validity. The findings emphasize that successful disaster response in emerging economies relies on cross-regional resource sharing, trust building, shared decision-making, and collaborative implementation. These components enable the integration of preparedness, mitigation, emergency response, and recovery strategies. The study underscores the importance of cross-regional collaboration in strengthening humanitarian logistics systems and enhancing their resilience and responsiveness. By advocating for shared responsibility and improved communication, this research offers actionable insights for advancing disaster response frameworks in emerging economies. The findings provide practical recommendations for policymakers, practitioners, and researchers dedicated to improving humanitarian logistics and disaster management.
