DepEd Philippines: Ambitions and Challenges in the QBEDP 2025-2035
The Department of Education (DepEd) in the Philippines recently launched its Quality Basic Education Development Plan (QBEDP) 2025-2035. It sets social objectives such as improving learning outcomes (especially in PISA), building more classrooms, enhancing digital connectivity, reducing teachers’ administrative burden, and promoting inclusive, culture-sensitive learning. The plan has more substance than broad global visions because it identifies specific reforms and a long-term roadmap. However, its success will depend on consistent funding, addressing infrastructure and teacher shortages, and ensuring accountability across thousands of schools. In short, it is a promising framework — but one that risks becoming rhetoric if implementation gaps remain.
