Philippines — “Sweeping Education Reforms Pledged” (State of the Nation Address, July 2025)
From recent news coverage: President Marcos Jr. emphasized education in his 2025 State of the Nation Address. Key social education objectives include:
Improving foundational learning in reading, science, math, and reading comprehension.
Ensuring that “no Filipino learner is left behind” and that “every student reaches college.”
Addressing drop-outs and learning gaps, investing in more classrooms/facilities.
Strengthening early childhood care and development.
Hiring more guidance counsellors to tackle issues like bullying, depression, mental health among students.
Analysis: Substance vs. Rhetoric
This rhetoric has substantial elements: it is more than generic talk about “quality education.” It ties together multiple social objectives: infrastructure, access, college readiness, mental health, early childhood. There is potential for transformation if backed by sustained resources.
However, much of it still depends on implementation: specifying measurable targets, ensuring equity across regions, developing human capital (teachers, counsellors), managing costs, etc. Without that, there is risk the rhetoric will fall short of impact.
